Terms of use

The rules for using PublicBeam, a service for finding and managing government bids and public tenders.

Version of October 22, 2026. Draft awaiting legal review. PublicBeam is in a private, invitation-only pilot and free of charge. Prices of paid plans will be in US dollars, and you see and accept the price before you pay anything. See also the privacy notice.

1. Who provides PublicBeam

PublicBeam (publicbeam.com) is provided by Krystian Dorf, a private individual running PublicBeam, based in Iceland (“we”). Contact: contact@publicbeam.com. By creating an account or using PublicBeam you accept these terms.

2. Who may use it

PublicBeam is meant for businesses and professionals looking for public contracts. You must be at least 18 and, if you use it for a company, allowed to act for that company.

3. Accounts and workspaces

  • Keep access to your email account safe: the sign-in codes are sent there. Tell us at once if you think someone else used your account.
  • Workspace owners and admins decide who joins their workspace and what role they have, and are responsible for the people they invite.
  • Saved searches, pipeline items, notes, tasks and the company profile belong to the workspace. You keep the rights to what you write; you allow us to store and process it only to provide PublicBeam to you and your team.

4. Public procurement data

  • Notices come from the official sources listed below. They can be incomplete, late, changed or withdrawn by the publisher, and our import, mapping or labels can be wrong. Always check the official notice and documents before you decide to bid. Each notice links to its official page.
  • Match bands, rankings, “Why this match” and similar aids are suggestions. They do not confirm that you are eligible or that a bid can win.
  • Official texts are shown in their original language and marked as such; PublicBeam does not change their content.

PublicBeam shows United States public data. Each U.S. source is listed here with its reuse terms before its data is shown; every page names the source of what it shows and links to the official notice.

5. Fair use

You may not:

  • copy PublicBeam’s data in bulk, scrape it with automated tools, or resell or republish the service or its compiled data;
  • get around usage limits, access controls or security, or test the security of the service without our written permission;
  • use invitations or support messages to send spam, or store personal data in PublicBeam that you have no right to use;
  • use PublicBeam for anything unlawful.

6. Availability and changes to the service

PublicBeam is provided as it is, without a guaranteed level of availability. Features, sources and limits can change. We may suspend an account that breaks these terms or puts the service or other users at risk, and will say why unless the law prevents it.

7. Liability

As far as the law allows, we are not liable for indirect or consequential loss, including a missed tender, a lost bid, lost profit or lost data, or for errors in the source data. Our total liability is limited to what you paid us for PublicBeam in the 12 months before the claim (nothing while PublicBeam is free). Nothing in these terms limits liability that cannot be limited by law, such as for intent or gross negligence, or the rights a consumer has by law.

8. Ending

You can stop at any time and delete your account on your account page. We can end the service or your access with 30 days’ notice by email, or straight away for a serious breach of these terms. Before an ending notice runs out you can download your data.

9. Changes to these terms

We tell signed-in users by email at least 30 days before a material change takes effect. If you do not accept the change, you can delete your account before then.

10. Law and courts

These terms are governed by Icelandic law. Disputes go to Héraðsdómur Reykjavíkur (Reykjavík District Court), unless the law gives you, as a consumer, the right to go to the courts where you live. This applies wherever you use PublicBeam from, including the United States.
